Records the release in the vault: the changelog entry, and the handoff's delivery facts (PR #2 and PR #3 green on Linux, tag v0.1.0 with its GitHub release, the registry listing, and the GitHub wiki API book).
Verification: pudu test test/Package passes, including the vault parity suite.
