Initial httpclient package #1

Build @chrismichaelps/pudu-lang-httpclient 0.1.0 against Pudu 0.1.3: named, configured HTTP clients made by a factory that owns their handler pipelines and connections.

Scope:

• Requests, responses, headers, content (text, bytes, form, multipart, JSON), typed request options, protocol version policy, and ensureSuccess.
• A client with a base address, default headers, a timeout, a response buffer limit, cooperative cancellation, and verb helpers for text, bytes, JSON, and streamed bodies.
• Delegating handlers composed outermost first around a primary handler.
• A primary transport with pooled keep-alive connections per origin, connection lifetime and idle timeout, a per-server connection limit, redirects, automatic gzip decompression, cookies, proxies with tunnelling, and an outbound address policy.
• A factory of named clients with defaults applied to every client, typed clients, handler lifetimes with rotation of expired handlers, and a handler factory.
• Logging handlers with header redaction, a resilience handler and a standard resilience pipeline for HTTP, header propagation, and a stub primary handler for tests.
• The project files, CI, the design vault, examples, mutation testing, and the GitHub wiki API docs.
