Publish a checked static article docset #2

Publish a static article docset from an explicit input snapshot through checked paths, article parsing, navigation, and an original accessible template.

Governing contracts: wiki/architecture/_MOC.md, wiki/architecture/CAPABILITIES.md, wiki/src/PuduLangDocgen.md, wiki/src/PuduLangDocgen/Paths.md. Each additional module must have a complete mirror and resolved Grill Log before code.

Scope: shared records, checked paths/destinations, Markdown article subset with explicit coverage, nested TOC, static shell/search assets, deterministic artifact plan and filesystem publication, example and focused tests. Out of scope: native catalog extraction, richer directives, schema/HTTP importers, PDF and release promotion; tracked separately in the capability ledger.

Acceptance: success/failure/regression/output tests; HTML and attribute escaping; unsafe destinations/traversal/collision/duplicate UID rejection; deterministic search/navigation; no partial-success claims; Pudu check/format/lint/full suite; selected mutation gate; independent API/implementation review and wiki-parity evidence. Split review partitions below 600 changed lines, preserving this issue until the final integration.
