Establish the publishing package governance, native shared vocabulary, capability ledger, and private input boundary.
Scope: root package documents, manifest, logo, vault, and shared value records. Implementation starts in feature issues after this bootstrap.
Governing specifications: wiki/00-INDEX.md, wiki/architecture/DELIVERY.md, wiki/architecture/CAPABILITIES.md, wiki/src/PuduLangDocgen.md.
Acceptance: ignored private inputs absent from tracked history; mirrored shared contract exists before code; main/dev topology exists; independent review checks backlinks, parity, and public types; Pudu check and formatting pass. No release until all capability gates pass.
Risk: low; new package only. Owner: Tooling Engineer. Dependencies: none. Handoff: wiki/handoffs/2026-09-29-docgen.md. Ready design: original implementation; deterministic artifact values; checked publication paths; explicit capability evidence.
