This is a callable function.

What it does

Enforces that an early flush payload fits strictly within the TCP initial congestion window (initcwnd).

Standard OS kernel `initcwnd` is 10 segments (~14,600 bytes). Staying below `maxBytes`

(default 14,000 bytes) ensures delivery to the client NIC in a single round-trip (1-RTT).
