This is a callable function.

What it does

Say an invocation could not be answered.

Reported rather than left unanswered. An invocation nothing answers is

retried, and a request that fails the same way every time is retried until

the platform stops — so a failure said once costs one invocation, and a

failure not said costs every retry the platform is willing to make.
