This is a callable function.

What it does

Send a request, trying again when trying again could help.

A request that cannot be repeated safely is sent once whatever the backoff

says, because the alternative is a duplicate order rather than a slow one.

Mark such a request with an idempotency key if the service accepts one, and

it will be retried.
