Whether a name can be written as an element or attribute name as it is.

Names cannot be escaped, so anything past an ASCII letter followed by letters, digits, and NAME_PUNCTUATION could end the tag or start another attribute. The renderers leave such an attribute out and write such an element's children without its tags.
