This is a callable function.

What it does

Renders a network-adaptive `<img>` tag tuned for device telemetry and network bandwidth.

On poor networks (2G/3G) or `Save-Data: on`:

- If `lqipDataUri` is provided, it is used directly as the `src` to avoid round-trips.

- Enforces `loading="lazy"`, `decoding="async"`, and `fetchpriority="low"`.

On high-speed networks:

- With `Priority.Critical`, enforces `loading="eager"`, `decoding="sync"`, and `fetchpriority="high"`.
