What it does
Values supplied for a planned statement's holes.
Every value is sent as text and every result asked for as text. That is the
slower of the two formats and the one whose meaning does not depend on the
server's word size or byte order, which is the right trade for a client
that must be correct against a server it did not build.
A value that is absent is sent as a length of minus one rather than as
empty, because the protocol distinguishes them and a column that is empty
is not a column that has nothing.
