What it does

The program: what it is called, what it was told, what it serves, what has

to be running before it serves it, and what is wrapped around every handler.

The steps are part of the application rather than left to each program,

because the protections they carry are the ones a service should have

before anybody has thought about them. A program that needs them different

says so, and that is a line in its source rather than the absence of one.
