Correct precisionScale so its integer digit budget is precision minus scale even when the input uses fewer fractional digits. Keep exact decimal shape reporting and capture measured arguments from the same check. Cover positive, negative, zero, trailing-zero, boundary, and invalid-configuration cases. Update the source mirror and README.
