Initial resilience package #1

Ship the first release of @chrismichaelps/pudu-lang-resilience: resilience pipelines with retry, circuit breaker, timeout, fallback, hedging, rate limiting (concurrency, token bucket, fixed and sliding windows, partitions, chains), chaos injection (faults, outcomes, latency, behavior), a pipeline registry, telemetry with a meter and a log listener, and a manual clock and deterministic randomizers for testing.

Acceptance:

• Every public module has a suite covering success, failure, edge, and cancellation paths.
• pudu check, pudu fmt --check, pudu lint, and pudu test are clean on Pudu 0.1.2.
• Mutation testing of the pure layer kills every valid mutant.
• Runnable examples, README, and a vault page per source file.
